You do NOT need to go raise your Mining to Master or some other silliness. Just walk into the other room (The Manufactory), to the area next to the Forges, and then click the Elemental Ore in your inventory or Quest Tracker to create .

Then, return to Sylver and click on the Charging Station to create . Finally, Speak again to Sylver Valis.
