When you here the magic words, "VOLAN IS UP!!!", get thee to the Builder's Causeway portal in Ashora! The only way to complete the story quests in Ashora is to join this raid, follow him into The Biofoundry when he busts in, and help kill him. Then, for 2 hours, you get to quest inside until you get kicked out.
