Like other skills your skill level starts at level 0, however the next level is level 10 and costs 35 skill points. Auxiliary abilities go into the 8th active/passive slot with each ability costing 50 ability points.

In order to get your rocket launcher you must first do a quest and the rocket launcher you receive requires level 1 skill (so you have to spend the 35 skill points).
