Defender Krogan and his men survived the attack because they led it, and now they are going to kill you!

Ignore Krogan for starters as he will not join the fight until the others are dead. Once he is dead report to Defender Icescar at Defender's Stand, just to the west.

	Although the guards are Lycanthropes and the mouseover says you can Butcher them, you will get an Invalid Target message if you try.
