Rift Quest:The Long Arm of Eth  

The toppled telescope can be found by taking the southwestern exit from Quarrystone Basin and following the mountain ridge to the north. The path will wrap around and send your heading up the mountain in a northeastern direction. At the very end of the path, right next to Thingar you will find the toppled telescope. Interact with it to receive the next part of the quest line.
