This guy (or rather his PH) was cheesy easy at 49 solo.
He's on the second floor of the library. I FD'd and ran most of the way in to avoid the stupid mobs. Sat in the NE corner after killing an iksar spectre.... also for kicks, I grabbed my fang for Howling Stone (although, on the other end of the dungeon) while waiting for a friend to come down and port me out.
And yes he's indif -- hailing him resulted in something like "he ignores you."
He respawns on the second floor just above the stairway, quickly and regularly, perhaps once every 10-20 minutes.
I was in a group in The Library last night (40 druid, 51 war, 53 cleric, 54 mage, 60 chanter, 51 chanter) and even the 60 chanter got some XP from this mob.
No point in killing this guy, hehe, he doesn't drop anything anyway. He's part of the Shackle of Tynnomium quest, the final iksar monk shackle (humans can quest fot it too if the raise their faction high enough).
Btw it may not be the wrong level. Last time I checked yellow con meant it was 1-2 levels above your level.... in other words to a 38 lvl char it could be 39 or 40(which the post says.) On another note, please don't kill this mob if he's up. It's for the monk tynnonium shackle quest and drops nothing unless you trigger the trial in which he'll drop the quest piece if you defeat him. Thanks! =)
Not exactly accurate... the trial doesn't involve killing this guy. After you hail him and say "I am ready for the Trial of Peace of Mind," you give him your steel shackle and he gives you a tome, the tome gives you instructions on how to receive the Mark of Peace of Mind, one of the quest pieces for the next and final shackle.
Killing him gets you absolutely nothing except xp (if he's light blue or higher to you). The "iksar spectre" is a PH for this guy.
