There is a bug concerning the mob called Fair Sherman. He is giving out far too many rewards and players are camping him. If you have been doing any of this camping, or are curious as to what the problem is, pay heed to Patience's warning on the official forums:

We just wanted to let everyone know that we're aware of the issue with Fair Sherman's... generosity, and will have a fix in place in the next patch (TBA). In the meantime, anyone caught camping Fair Sherman will be warned and, if they continue to camp him, temporarily banned from the game. Since many players require this NPC in order to advance their characters, it's only fair.
