Player City Design is Announced

Sony posted up their basic design for future player cities. You can see it at this link, or read it below: -------------- One upcoming feature under development in the Star Wars Galaxies secret design lab is the Player City system. Under this system, players who build houses and other structures near each other can incorporate them into a city through a city hall. A player city is, in effect, a hierarchy of structures and a hierarchy of players. Any structure placed by a player within the borders of a city becomes a part of the city and any player who has a declared residence within the borders of a city becomes a citizen. Benefits of a Player City There are many benefits to building within a player city or becoming a citizen of a player city. Services. The city mayor can purchase and place special service buildings that help settle the wilderness areas of the Star Wars Galaxies universe. Structures like banks, mission terminals, and others can be placed to make the adventuring life easier. Instead of having to return to a major planetary city, these services can be just outside your door. Business. The city also has the ability to manage business related structures like hospitals, cantinas, and shops. Eventually, players will be able to run these businesses themselves and profit from the close proximity of other players. Aspiring merchants will be able to host their wares directly outside banks and trendy cantina owners will have easy access to the thirsty masses. Over time, new businesses and business structures will be introduced to the game. Security. The mayor can assign members of the citizenry to the city militia. These players gain the ability to freely enforce the law within the city's borders. Militia members can ask troublemakers or enemies to leave with the new /warn command. If the warned player doesn't leave the city quickly, they will become open to attack from members of the militia. Militia members can also deny undesirables access to city services through the /ban command. This allows faction aligned players, PAs, or unaligned and unguilded players with a common interest to defend their territory and define a part of the world as their own. Achievement. No benefit is greater, however, than having contributed to a significant part of the Star Wars Galaxies universe. Player cities will grow in capability as players build in them and contribute to them. As a city's citizenship grows, its "city class" increases allowing for new types of structures to be placed within it. The Mayor & Voting The task of running the city is entrusted to the city mayor. Each week, a vote is held for the position of city mayor. At the end of the week, the candidate with the most votes is elevated to the mayoral seat and can begin to put their policies in action. In order to be eligible for the mayoral seat, a player must be a member of a new profession: the Politician. Politicians gain abilities as they advance in four particular categories of city management: fiscal policy, urban policy, martial (defense) policy, and civic politics. Politicians earn advancement experience for getting votes in weekly elections. Once elected to the position, the mayor is able to manage the city in many ways. They can place beautification structures like parks, set taxes, manage the treasury, appoint militiamen, or poll the citizenry on critical issues. Only a city's citizenry is allowed to vote in an election. This means you must own your declared residence within the borders of the city in order to affect policy. Taxation The cost of maintaining the services and structures of the city is withdrawn from the city treasury each week. As a city grows, the expenses of managing services will quickly add up! In order to offset the cost of services, the mayor has the ability to levy taxes in three different sectors:
  • Citizenship Tax: The city can charge a fixed, weekly tax from the citizens of the city.
  • Property Tax: The city can charge a property tax for every structure in the city.
  • Sales Tax: The city can charge a sales tax on items sold through the bazaar.
  • Notices of changes in taxation will be sent to the citizens and property owners in the city. Think your mayor is charging too much? Vote him out of office! (Then /warn and shoot him for good measure. ;) Building Up the City All of the new structures for player cities will be craftable by players. Parks, hospitals, and even the city hall will all be available to the new Urban Planner profession. This is an 'elite-elite' profession only available to those few who have mastered the Architect profession. (More 'elite-elite' professions will become available in the future.) As the city's resident population increases, the city can upgrade in rank (city class). A Rank 1 Outpost becomes a Rank 2 Village up to a Rank 5 Metropolis. Each rank provides access to new types of city services and expands the borders of the city allowing for more structures to be placed in the city. Room for Growth The player city system will be introduced to live servers in progressive stages. The design has been planned to be modular so that the initial system can be rolled out to players as quickly as possible. The team has plans to develop and introduce additional city structures, services, and systems over the months following the introduction of player cities. Many of these additional features will be driven by YOUR feedback. Get out there and start meeting your in game neighbors...soon enough they might be trying to vote you out of office.

    Players Assocations on Tempest

    I've been rambling around on Tempest for almost a month now. Enjoying it a lot but also looking for others to hunt/survey etc with to earn xp points.

    Anyone interested in starting up a PA or a player city group on Corellia on the Tempest Server? We could prepare and plan our future city...

    And while I am at it, I would like to ask any skilled players who know their artisan stuff to create a character on Tempest. It is very slow on this server because no one can build the greater things yet. I am nearly a Master Marksman and am still using CDEF weapons, and the biggest house I could get was a small house. We need an artisan PA on our server that can mass produce and sell needed items. If there already is one, can I be notified? I will add a great deal to your business...
    #Anonymous, Posted: Aug 09 2003 at 11:45 PM, Rating: Sub-Default, (Expand Post) HEh what i am wondering is with this add-on if they will increase the character points avalable.. i mean hello.. lets make a master artisan, master architect.. have to dump all of his combat type skills used to defend him or herself while searching for resources to be able to master a new class... i for on ebelieve they should open up an unlimited number of character points.. so what is you have a ton of masters in every novice class... you wont have a ton of masters in every elite or hybrid class.. and if you did oh well at least people are doing what they want with the money they are spending for the game.. and for god sakes if you rnot going to open up more character points at least give us 1 more character slot...

    No. They are not increasing the skill points. And I applaud them for taking this route. What they are saying is, "If you want to become highly specialized, it is going to cost you some of your well-roundedness."

    That is the way it should be.

    You aren't going to see alot of urban planners. You shouldn't see alot of urban planners. They only make things for player cities, and only make them once (mostly). So having 10 urban planners when a server will probably only have 6 or 7 player cities means that no one will have the xp to get to master Urban Planner (UP). There will be at most 3 or 4 UP and everyone will go to them to help shape the city. I think this is going to be exactly the same for vehicle and ship-building: very few people will put in the time and resources to become these classes, and every player will have to seek out these few people. The cost is high, the resources are going to make a PA hall look like a novice's work, and they will be in producing very, very few products.

    My only complaint is that there are some professions that you absolutely have to have. And if you want to expand (my goal is commando.) but want to dabble in other things as well ( I would LOVE to be a ship builder) The only way I can sell my wears though is in the bazaar. If I wanted to become a merchant than I am going to hvae to drop something, and it may be something that I need. I think "unlimited skill points" is honestely stupid. But mabey adding 25 to 50 points would be a good thing. Especially if they add some new professions as well. With the first expansion I can see several new professions comming, Navigator, pilot, Ship builder, vehicle builder, Advanced Vehicle Tech(Elite), Advanced Starship Tech(Elite), Pod racer (oh please oh please), Race cordinator and I am sure there are a couple more out there that I havent thought of. Now there are some professions that do get boring after a while. But if you work your way up the enginer tree and master artisan to master architect you will be very short points for any offensive skills that you WILL need at some point (hunting for resources can be dangerous, same with collecting them), and since you also may need to harvest resources from a creature since some designs call for various resources, then you will need some of thoes abilities as well. I dont think that adding up to 50 points is going to unbalance things to drastic, and in the long run will be beneficial, I have already met several pure artisans that have given up artisan for combat skills so they can have some more fun. With more points (not alot more just a few) the ones that have earned the elite artisan careers could still do thoes and get some decent weapon skills and vice versa.

    If i were to build a city or start one at that i would pt it on naboo inbetween seeja park and lianorm swamp where the barren areas are near the mountains that way ppl will actually live there use the bazarras and so on main thing is because you dont want them to just walk to theed and use a bazarr or you dont get the taxzsion so put the dang city in the middle of nowhere and build a shuttleport which will be comeinly used that would have to be my theory

    what if 2 cities that are seperate but close together ... if the militia asked each other to leave the city because the city lines overlap .. gang wars? or if ur on the mid line between the two cities are u a citizen to them both? eh dont call me stupid ur nuthin just expressin some thoughts

    well if you r looking for an opinion read my statement above no city in their right mind would build near another player city thinking that their citizens will be lost because of their higher taxasion but i dont think the devs would allow the militia to do this it is a very creative thought though!!

    An interesting read, but this new and official post is just rehashing what we already knew: I think what people want is an ETA. The new concept art for player owned cities is nice, as is the devs taking the time to write this, but an ETA is what really matters since it shows that the player cities aren't just a carrot dangled in front of players to keep them from cancelling their accounts while the game gets finished.

    More solid data, less pie-in-the-sky please.

    They didn't say what we already know. They told you what all has been done. If they had an exact ETA, they would post it. They post the progress that has been made. Before all we knew was there would be Player Made cities, but now we have answers to alot of questions I have heard in chat. This stuff isn't goin to all happen at once. There are bugs to be worked on right now. Adding something this big all at once will just cause alot of problems. As far as them only telling us so we don't cancel, that is just retarded. If you want to cancel because they aren't adding stuuf as fast as you want, then cancel. Then later when it does get added, all of us that waited, will benefit from it. Plus it gives the people who want to run for the new professions time to start workin on other professions that they need.
