The Aion Community Team have kept their promise by releasing the remaining 1.5.1 patch notes for preview today:

Great news! We’ve been busy adding additional content to the upcoming 1.5.1 patch. Because this update is still in testing, we’re unable to release the official date these changes will go live; however, our current plans include implementing the 1.5.1 patch on the live servers in November. Please keep in mind that changes could occur as a result of any issues that we find in testing.
