the best place too get this done is on the ryatt trail, i have been in instance 5 killing the level 81s there, u get one fugitive with each new wave of npcs for about 7 waves then it skips 1 or 2 waves and resets... while doing this also find 2 rare collections one near the abandoned droids clearing, and one right at the back area of the katern cat.
beware... those of lower lvl than 90... the fugitives are all lvl 90.. but the one b4 the jedi.. i think called the deserter or convict... is always a lvl 90 elite.. easy if ur a lvl 90 prob bit tough for u lowers tho./. take a mate.

The Bounty Check skill gives bounty hunters a chance to find one of ten named fugitives. These dangerous renegades are on the most wanted list of the Bounty Hunters Guild. Track and eliminate these criminals and collect your reward by completing this new collection in Game Update 3.
Most Wanted
Bounty Check is a level 86 skill used by all bounty hunters. The check can be used on any non-elite humanoid target between levels 70-90. This skill has the chance of discovering a disguised fugitive. If you kill one of these wanted criminals, the Bounty Hunters Guild sends you a transmission and your kill is added to a collection.
Three of these ten fugitives are harder to find than the others and considered extremely dangerous. Each criminal has a unique background and history. Keep these in mind when tracking your mark.Included in the feature are screen shots of each fugitive!
