Throneblade server and an Epic Request. How exactly?Follow

I have been trying to finish the epic request quest and keep getting stonewalled. I get my 85 druid into Jaggedpine Forest, only to be sent to the side quest when trying to the exploration part. But since VoA has not unlocked on throneblade, I can't finish because I don't have access to the level 93 spell needed to move the rune. Is there any way around this or is this quest broken untill the expansion gets unlocked?
