I just leveled my fishing up to 450 and am finding I still need to use a lure to prevent the "fish got away" message. Thought that would go away once I maxed out my fishing.
It depends on which zone you're in. Most many Northrend zones require skill over 450 for a guaranteed catch. FishBringer is a good addon for seeing what skill is required for a 100% catch rate in any given zone, but it's a little annoying in that you can't move the display.
There are a lot of places where you can fish easily with 450 skill, but there will always be areas where max skill has to be augmented with bonuses from rod/gear/lures if you want to avoid having fish get away. It was the same in TBC.

Depends actually - I know Dalaran and the area to the south with the iceburgs and deep sea fish requires 500+

450 is the BASE max fishing skill. There are many additional items and gear which will add to your base fishing skill. The most common are lures. There are also hats, boots, fishing linea, a cooking recipe, an enchant, ramdom potion drop, fishing poles, etc which can add up to get you over the base max skill.
Right now, the most skill you could possibly get is 662. However, this would require a random potion drop and some dedication to the fishing profession, even more than the hours it took to level up to 450. : )
