1) Does buff or debuff bonus work with stat drains, like on croc tooth dagger or oglidarsh's belt?
2) does it work with the band of stars all stats debuff?
I've been looking for answers for hours with no luck. Any help would be appreciated

I believe it does, but I am not 100% positive on that. I believe it works as if you casted a spell. Should not be that difficult to test by casting it twice, once with buff bonus gear on, once without.
