I want to change my nationality to Bastokan, but....Follow
I can't find the guy to talk to who lets me apply for Bastokan nationality. I've looked everywhere. Who is he (his name) and where is he at? I'm told 3rd floor metalworks but I haven't found him up there yet. Anyone know?

You need to go to the presidents office which is upstairs and outside metal works. go up the stairs to the presidents office then go thru the door on the right and speak with the npc's in there.
