did you try the cooking trainer? thay can always help you below the the level 225

oh, seems like you have to go to the shadowprey village, and buy a book from a NPC to increase the level, for alliance the NPC is in somewhere of the ashenvale forest. but i think the quick way to get it done is just go to the auction house, i think you can get one there

As long as you remember that you have to be level 20 to read the book.
