I've just reached leatherworking lvl 225, at what chacter level can I move on?

You'll need to reach level 35 before you can learn Artisan leatherworking.

If you plan on taking on of the specializations i.e. Tribal, Elemental, or Dragon your character level needs to be at 40 with your skill at 225.

wrong you can be at 35
just have complete the wildvine quest i beleive
