i got a toon just to DE some BoE stuffs and hopefully get mats for my enchant use...
the toon level is only 8 and really dont want to bother leveling up the toon.
but enchanting is capped till toon reaches lvl10 and so forth.
does Enchanting level affect the outcome of DE?

No, you can disenchant any level item no matter your skill.

what's gonna happen to DE after TBC?
Disenchant will be based on the level of the item. At 60 skill, you will be able to DE items equipable by level 12 or lower.
