Well, first off you have to be an enchanter. I'm assuming you are one. When you trained enchanting skill, one of the things you learned was Disenchanting, it will be in your skill book under General. Click on it, then click on a green or higher quality item. That's all there is to it.

ty so much i have now figured it out
No, you don't need any kind of rod to DE.
And unless I'm horribly mistaken, the level and quality of the item you can DE is independant of your enchanting skill. So if you just picked up enchanting and had 1/300 skill, you could still DE a level 60 epic item.

You are completely right, i forgot that you do not need one.
