How do you make the Tauren dive and swim?

What do you excatly mean?
To swim just simply jump in the water and to dive press both mouse buttons together.

If you're using the keyboard for movement, click & hold the right mouse button and move the mouse up or down to dive or ascend while swimming.

My cow can swim 50% faster and breathe underwater.
