Well, the problem is that the body that was supposed to step in when the local government failed is the one that gave the town lead poisoning...
Flint went bankrupt.
Snyder sends in the State appointed manager to replace the Local level stuff.
They switch from buying water from Detroit to getting it from the Flint River.
Water turns out to be a bit corrosive (at least, more so than normal)
Water leeches lead from existing pipes, causing lead levels to increase
State officials deny the issue until it's too late. Possibly because at the time of the complaints, the whole "state appointed managers" thing was a big fight. And people mainly assumed the complaints were nothing more than Brouhaha from the people opposed to the idea.
