It's a defined quantity (in vacuum, in air it will go slightly slower).

And it's defined to be 2.99792458x10^8 meters per second, (actually the meter was redefined at some point).

Now say that they figured a way to move information/data this way (the article said they couldn't though) What could possibly be able to handle all that information? Seems at that speed nothing would come close to being able to translate data that fast.

Umm...thats the speed of the light, through the cable. not the speed of data transmission. Data transmission would be understood as a series of starts and stops of various lengths in the FO-cord. the speed of the light, with todays computers, is COMPLETELY irrelevent. It's there, but when compared witht the limiting factors of your computer, its a number the computer will never be able to utilize.
