who makes speed attachments for clothing? and roughly how much do they go for?

hi,

i don't think somebody can make them....

i only found them by killing meatlumps and low HAM mobs,
ofcource u can find them off of harder npc's and have a
bette chance of finding better ones ...
( sence the only ones i found from meatlumps where +1 )
