Unfortunatly not.
You can only transfer from PVP->PVE, but not PVE->PVP :( I wish I could transfer my rogue ;(

Yeah, as much as that does suck you can understand why.... The main reason most ppl dont want to start a toon on a PVP server is cuz they dont wanna get ganked non stop until theyre at least lvl 50 (ish), so allowing someone to make a toon on a PVE server then transfer over at 60 would be kind of unfair that they didnt have to go thru all the hardships that a PVP server would have at their lower levels...
