I heard that with the new PvP system you now get exp in BG, so does this eliminate twinks?

IIRC that statement is all false. BG's won't give XP.
However, the new BG queueing system will take into account gear/enchants.
If i'm wrong then someone please correct me.

I thought just Arena took into account gear? Hell if I know.
Also, the weapons you earn in the Arena, are they usable outside the arena or are they JUST for the Arena? I've always wondered this.

I heard from some guy* in LFG that he had moved his twink to either the BC TR or the PTR, and he was unable to equip his items. Is this true?

I thought just Arena took into account gear? Hell if I know.

The Arena currently matches but the BG matching system hasn't been implemented or fully developed, IIRC.
For those that like to spread rumors:
Myth: Enchants will be level capped.
Fact: Only new TBC enchants will be capped. All the old stuff is staying the same.
Myth: Experience will be given in BGs in TBC.
Fact: Blizzard has never said that they would.
Also, AFAIK, Arena Weapons and gear will be usable outside of the Arena.

Every PvP patch there is a rumor that there will be exp in BGs - there won't.
As for matching - the arena will match by RANKING, not gear. It just means that casual players w/ average gear won't end up fighting top end opponents (often the people who roll you w/ top end gear) because they will be matched against players with similar ranks - I.e. people who generally win against the same players and lose to the same players.
I'm not explaining the ranking system again cause I'm too lazy... :(

I knew that they were matched but wasn't sure exactly how.
Also an interesting observation is that you'll find less twinks since quite a few of them are alts for bored level 60s.
As soon as the expansion hits, and for a couple of months at least, those 60s will stop being bored and hop into the new levels, maybe the new starting areas.
That's not to say that there will be no more twinks, but the number of "visible" twinks will decline for a while.
