Let me first start out by saying I am an alliance player and am a level 58 Pally. (I can see the hate already, haha) Maybe I'm just too into my class, but I generally don't mind Horde players at all. I see the lower levels (no honor) around Hillsbrad all the time. I find more pleasure out of lower levels being surprised that you're not going to gank them. Throw a couple waves up and leave em be. It's just what I do. Only if you attack me, then, it's on.
(Just a side thought): I honestly cannot stand other Pallys bubble hearthing and a lot of fellow pallys say the same thing (even though every class should use their abilities to the fullest even if it seems cheap) If a bunch of 60s roll by and start attacking, if anything, I'll bubble, laydown, or beg, just to put on a show. I laugh, they laugh, it's fun, its the point of any game.

As a horde player on a PvE server, I wish I would see more of this kind of play from the Paladins on my server. Much respect to you for this approach. Attacking a character 10+ levels lower than you are or an "afk" player usually doesn't give you honor, it's usually an "easy" fight and humiliates the other person, which can scare them away from PvP. It doesn't make you cool, it doesn't make you "1337". It makes you a griefer or a bully. At least from my perspective. Go pick on someone closer to your own level.
Now, that being said, if a flagged player rides through a horde area (XR for example), they are taking their chances, much as a horde player that is obviously lower lvl flagging up and going after a higher lvl player. At that point, it's "game on" and I don't feel any remorse for the player who gets nailed. Done it myself as a lower lvl and I paid for it. However, the whole /laugh, /spit, /bye and related obnoxious emotes are pretty silly to do as well. I'm afraid I see more alliance players doing that when they gang up on a player or grief smoke a lower lvl, like that makes them so "uber". Please.
Myself, if a flagged player that is "green" when flagged rides through a horde area, I will take after them, it's an honorable kill and they are at least close enough in level to defend themselves. Someone lower, I won't go after unless we are in a PvP situation globally (i.e. a XR raid) and they go after me. I don't target lower lvls and I don't body camp, even 60's, unless it's a raid situation and holding them in the GY will end it or it's someone like "Finisher", a 60 NE Rogue on Shadowsong who likes to terrorize and humiliate lower level players. In those situations, I will lay chase or harry the enemy until they hearth or port out but I always let them go. It's the honorable thing to do to a beaten oppponent. Sometimes I will /wave, /greet, or /bow to a worthy opponent like this really good 60 Paladin on Shadowsong named Yama-something (I can never recall the guys name but he's a great player and always gets a /salute from me whether he's flagged or not).
Something else I notice is gangs of 50+ alliance who run around flagged duel spamming lone horde players in the wild. This is about as close to ganking as you can get on PvE I think, since these tools harass and duel spam the horde until the guy gives in then their buddies gank him, they laugh at him then they split up, ride off to GY and stay at the body to corpse camp him in case he rezzes while he's still flagged. Pretty pathetic when EITHER side does that crap.
For a PvE server, flagged world combat is a little more rare so I don't have to worry about ganking as much as you folks on PvP servers.
