For those you have to finish the Faydwer rare shiny expert collection. There's also a version of the goggles from the Kunark rare shiny expert collection, and either one will work for being able to see the blue shinies.

I've been playing this game for 50 years and I still don't have either collection finished. I'm too cheap.
