You can get your "fun" spell from Trainer McBresler in North Qeynos.

I'm forget where the vendor is for Scout spells, but you will want only Adept 1 or better on your skills...so check the broker.

Aside from every tradeskill zone having a broker, there is an outdoor broker in North Qeynos, in the building north of the Claymore Statue. There is another outdoor broker in Qeynos Harbor, near the South Qeynos door, behind a building.

QH: As you are facing the statue of Antonica, turn to your left, go between the 2 merchant tents, and follow the alley between the building and the canal.
