Rubicite Powder??Follow

Has anyone seen the recipe for rubicite powder? Or know where or what to harvest or loot to get it? I have level 49 recipes that call for it being added to ebon crafted gear and have never seen anything rubicite except some looted gear. Can any of the general purpose harvests be subsituted? Thanks in advance.
