What is a good area for a level 13 to fight in? I am soloing.
You didn't mention if you are Freeport or Qeynos, but seeing as how you're signing as a High Elf Summoner, I assume your Qeynos.
Work the Newbie area outside of the Qeynos gates. The further ease you go, the harder the mobs. Go to the farm fields just outside of the North Qeynos gate and look for Scarecrows.
If you like dungeons, go into the Down below and further into Vermin's Snye. Remember that pets don't like dungeons, and they get lost if you run too fast.
Always pick up a bunch of quests when you head out. May as well get quest credit and some extra loot. Look for the repeatable quest, Civil Service. Pick it up in North Qeynos at the top of the Castle steps.
