Swashy's Swarthy Distraction?Follow

Swashbuckler's get a combat art at 21 called "Swarthy Distraction." I upgraded it to Adept 1 and the description says it "creates a reactive hate proc on the target" and apparently increases hate by 190 each time the target is hit. Is this correct? So if I cast this on the tank, each time he gets hit his hate increases by 190? That sounds almost too good to be true. If anyone knows more about this I'd love to hear it. Thanks.
