I just hit level 20 troubador and I received Archane Chorus. However, the game guide says I'm also supposed to get Rousing Celebration, but I didn't. Did they get rid of this song, or did I discover a bug?
That's your level 20 "fun" spell. It doesn't actually help you in a fight; it's just there to play with. Everyone gets one of these at level 20...for example, my swashbuckler can make group members perform a flirt emote, and my fury can outline enemies in a green glow.
You have to buy fun spells, and unfortunately, I don't remember who sells them. At any rate, I believe they run about 14sp.

Check the merchant in the Arbos treehouse in Eldaar Woods. Also there are 3 merchants standing amidst the ruins near the NQ gate in Eldaar Woods. And there is a guy standing on the grass in NQ right near the gate to EldaarWoods. One of those 5 guys should have it!
Regarding the usefulness of the spells, my warden got "duststorm" as a lvl 20 fluff spell and while it doesn't do a single point of damage, I use it often since it goes off real fast, (under a second), and pulls mobs from way outside the range of any of my offensive spells. So far that I can usually land a DoT while they are inbound!
My ranger, on the other hand, got a "Hunting Hawk" that doesn't! Keeps him company when he solos though!
