Another option for you might be to connect the two computers over a network link and share the DVD drive. Then access your laptop from your desktop (network neiborhood) and run the installation. It may be slow depending on the connection but I think it would work.
If you do not have a hub to connect your two computers you could always setup a direct connection using a cross over cable. (Standard Category 5 LAN cable with transmit/ receive leads reversed at one end) Maybe $3 from computer store.
Another way that you might be able to do it, is to download the free program DVD decrypter, and then decrypt the DVD onto the Laptops hard drive, then either burn the data files to CD ROMs or do the network connection as mentioned above and copy the files to your other computer.
I would of course try copying the DVD to your Laptop hard drive first and see if you can install (atleast run the installer program) on your laptop from the files copied to the drive. If that works your good to go, but for some reason I think that will not work due to the hardware encryption included on most DVDs.
But honestly, your best bet is to run to Best Buy or pretty much any place that sells computer hardware and purchase a standard DVD player, which are very cheap now days. It would probably take less time for you to install a new DVD drive with no computer experience than it would to locate a cross-over cable and set up the network connection. Not to mention the time it would take to transfer the data across said network connection.
