I got a message last night. " You can't advance to level 7 till you are a citizen" How do you become a Citizen?

you have to do the citizenship quest

You complete a citizenship quest in Qeynos if you're good, and Freeport if you're evil.

Also, as a sidenote: More descriptive thread titles always help get the assistance you need faster. "Citizenship? - Please help" would have been fantastic. As it is, your generic "help" doesn't let anyone know what you actually need help with.

I got the same message then i did a /who all and seen people that was lv8 and higher. Can you get citizenship on the island or do you have take the boat to your town and apply? If so can you come back to the island?

First, you have to make your way off the island to queynos or freeport. You won't be able to get off of the island until you finish all of the quests that the ratonga near the archery range gives you, ending with killing the Orc Leader.

From here, I can only tell you about queynos, so I hope you're a good guy. Once you get to the island, you have a few sinple hallmark quests that end with your citizen quest. Just do what the journal tells you to, and you become a citizen of queynos.

Sorry if I'm being vague, but I'm not sure if you wanted specific details or a general idea. PS, all the experience that you gain in the time between not leveling and becoming a citizen still accumulates. When I got citizenship, I dinged two levels from the accumulated xp. W00T!!!

Someone correct me if i'm wrong, but I think the vile scu... I mean freeporters ;) start at level three. Maybe that has something to do with it?

Actually, anyone can leave the Isle of Refuge by level 3. It's just in your best interest to stay as long as you can.

Correct. You don't have to stay on the island until level 6, but you're pretty much crazy if you don't. It's hard to advance out in the real world at lvl 4.

That being said, you are not allowed to become level 7 until you've gone to your city and become a citizen, and there's no coming back to the Isle of Refuge. That's a one-way boat ride.
