I give em to DPS that use their Limit Breaks and focus fire targets. Or if they're just all around good players. Tanks and Healers are spoiled as is.

I typically commend whoever had the best communication or showed the most forward thinking, getting in a good position for a pull, running in front of me instead of away if they happen to pull hate on something, filling in for another job in a pinch (SMN curing when WHM goes down on a boss, for example.) Essentially I commend resourcefulness and utility.
I commend the SMN if they aren't horrible, because I know no-one else is doing it.
Half the time my commendation ends up going to whoever's still left by the time I manage to open the window and click on a name. Often there's only one person left at that point.

Tbh if you queue solo as a DPS and you end up sweeping nearly all the commends without doing something particularly noteworthy (like getting that clutch last second win on something after everyone else in the party died, or something like that), the most likely scenario is that you happened upon a preformed group of 3 or 7 people that literally had no one else they COULD commend besides you.
As a Healer I tend to com the other healer or tank.
As a tank I tend to com the other tank or healer.
If DPS - It's a good DPS who kills mobs quickly or those that I notice have high hate (when mobs die quick). I do notice :)
