I can't activate my Belt at the NPC.
Is it only my prob or is it bugged?

The only things i can think of :
are you lvl 40+?
have you got credit for encounter or did you buy for merchant?
do you have all the scrolls to activate belt and have you combined said scrolls?
are you talking to the right npc?
