Event-item Storage NPC positions?Follow

I can't seem to find this guy in Bastok. Any know location? I checked update notes and posts regarding update notes to no avail, as well as playonline.com.

But then I scrolled down the main page here, last post in another thread tells me:

Port Bastok I-11 Gallagher
Southern SanD'Oria F-8 Poudoruchant
WindWaters(north) F-8 Olaky-Yayulaky
Port Jeuno J-8 Garridan
