But what does that do? does it cast a spell? is it a special buff?

SE always loves to add meaningless items to the game.
This staff is most likely loaded with Stone spells, which means that at 72 you can equip your DRG with this weapon and toss out stone, with the resist rate of your elemental skill (probably 0) and damage bonus of your int (probably low 40s). You'll probably manage to squeeze out about 30 damage a cast.
I'd love to be proved wrong, but usually this is the case with SE's brilliant items.

You know I wouldn't be surprised if this casts stone on yourself...I mean honestly SE, why make a drg only lance that gives racc?
