Yeah, probably oversight on SOE-EQ's scant developer team at the time of the heroic's launch. I hope "Daybreak" fixes little things like that and older quest bugs during the next few months.
They had a poor start with the sudden SOE-EQ staff layoffs and lack of info re all SOE games immediate future in the initial "News Bulletin/Announcement", but it looks like they are recovering well since then.
