What is the in game chat command to take over as owner of a channel?

isn't one. whoever is in the channel longest becomes moderator of the channel.

No one can own a chat channel as far as I know. Can only be a moderator.

I believe you're looking for this command. This command can only be performed by the current owner of the channel:

;setowner <player> <channel>
