Do you get stat points during the game like every level or only when you first create your character. If so, should i restart my 7 frog necro that i put 25 in int, and 5 in sta. Please explain this to me.

As a necro life means more than mana(erm sort of) and TBH for any class Life>all(I mean don't get me wrong I a wizard.....mana is my damage....but mana means nothing when you are dead =p)

You don't get more points to add as you level up, the starting points are all you will ever get (until you reach 51+, then you can buy more points with AAs. There are much better ways to spend your early AAs though).
Don't worry about that though as you will get equipment that will add stats as you level up. It will not be too difficult for a caster to reach maximum INT in the 50s and many do it much earlier. Other stats will be more difficult to max but with clever gear choices it's not impossible.
By the time you are in your 30s your equipment will be providing a large enough portion of your overall stats that starting choices won't matter anymore.
You are only lvel 7 though so re-rolling isn't a major hassle yet. If it bothers you I'd get it over with now rather than playing 60 more levels with a character you are unhappy with.

STA is good to start with, i dont know a whole lot about necros.
Some things you obviously do not want to waste points on is STR, DEX, CHA, WIS, AGI(means AC, but again, not THAT important to a necro)
Which leaves STA and INT...so yea...as stated before, im a shammy and i hit my max on WIS by level 40, so i would agree that STA would be the best to go with.

25 into STA, 5 into anything you want. Personal choices STR (cause you are going to melee for the first 20-25 levels and after I like to carry extra robes) or AGI (cause any choice is basically useless and even a few AC are something).
Raising INT anymore is.. bah.. I should figure out my current total INT for laughs. The last time I checked (a year ago at 65 and half the Hitpoints I have now) I was 83 points over cap. Diminishing returns on Mana for over 200 INT.. but you will want to cap eventually for skillups (and tradeskilling skill ups).. but you will just by equiping the gear that falls in your lap.
Hitpoints are a truely important stat.. you die more from lack of Hitpoints than any other stat.. *nods* Diminishing returns on HP from STA too.. but.. STAT is a harder stat to raise (short of top top raid gear, I think at that point you could have put 15 into CHA and 15 into DEX and still cap all stats) initially.
