Hello, my question is whether or not one can purchase or equip an item from an expansion one does not own. I, for example, recently returned to the game and I do not have the newest expansions. Will I have to purchase the expansions to buy and equip the new uber weapons and armor?
Nope. You can equip items from expansions you do not own.
As for aquiring the expansions themselves, even if you'er startign fresh with low level characters, I highly recommend DoN for the guild hall and guild lobby, the bandolier, and the potion belt, and depths of darkhollow for the shrouds and monster missions.
Omens of War, however, does not feature anything you need to worry about until level 45 or later.

Not sure what would happen with the new inteligent weapons you may be able to equip but I don't think they would advance. I do know you can not purchase DoN augments without having the expansion
