You can not summon mounts, but rangers can harmony.. Hmmm a hybrid zone?? LOL....
I will take an educated guess.
The ability to sit on a mount and regain mana at the same rate as sitting without generating sit aggro was NOT intended. It has been offically stated. It has also been officially stated that this bug will not be fixed due to the fact that mounts are used specifically for this benefit by the player base (As opposed to the original purpose of mounts as status symbols and run speed enhancers) Fixing it now would cause SOE a huge PR headache.
I am guessing they made this restriction in some high end zones to gently fix their blunder.

Could you link this please? I seem to remember this actually being a selling point for the mounts originally, but I may just be mistaken.
EDIT: I just had a look around the official site... I see a couple of people mentioning this, but nothing official. Of course, the new forums over there haven't been around that long. I'll just take your word for it I guess.

I have been searching on Google and cannot find an official developer post because instead, I get 3 million discussions about the horse mana regen bug. It is a bug and will not be fixed because too many players and zones depend on it now.
After 16 years, I'm not listing every friggin character.
