Does anyone know if the PoHate porting stones are sold anywhere besides Neriak (I've heard rumors of them being sold in Felwith)?

I don't think they are sold anywhere besides the clerics guild (who worships Innoruuk). I can't see them being sold in an Elven city, that would be like putting The Hole keys in every city. At least they are tradeable.
I thought they were sold at a vendor in PoTranq aswell??
Edit: NM the person you turn them into is in PoTranq.
