I've done the quest and have both the 8th and the demi lich. I was just wondering how exactly the MQ works for iksar and non-iksar races.

I'm guessing that I give the 8th cap to the person doing the mq. He turns it in and gets the 8th cap back and the Ixpacan's Tome. Then he gives me the the 8th cap back and we are done? And what if the necro doing the MQ is a gnome or froglok. Will an illusion potion work or must they do some faction work?

I'm just curious.

Yes, you have the chain of events for MQing this exactly right. As far as non-iksar necros, they'll have some faction work to do beyond what an illusion potion can give, due to the fact that illusions don't hide faction issues due to diety. Potion will help, but it won't do the whole job. The commentary below the 8th (or possibly 9th, can't remember) step of this quest as listed here on Alla's has some good pointers on getting the faction up.

Secondary thought - all necros could do this before Froggies became necros, but that may not be true for Froggies now. I would assume it's still doable, as necro Froggies worship Innoruk, as DE necros do, and they can complete the quest, but can't promise anything.
