hi i am jos and i play a dark elf lvl 8!!
i have in my dark elf world finished some quests and now i can t find new quests! and how can i travel by horse???

well first you have to buy a horse in the bazaar from the stables. you can find other quests by talking to task masters around neriak or going to the plane of knowledge and talking to the task masters there. if they don't have a quest for your lvl then they will give you a list of people to talk to that give out tasks for your lvl.
dont you have to have omens of war to get tasks?
