Walkthrough

First change your title to "Warrior of the Crystal" by visiting Aligi-Kufongi at (H-9) on the main floor of Tavnazian Safehold.

Travel to Ru'Aun and find the two green teleporters at (H-9) and (I-9). When you check it you'll register your data and recieve the text
"Your d...ta wil... be ...gistered"
"Regis... ...omplete."
Once that's done you can use a Clear Chip to teleport from any Hall of Transference using the portal on the right.
There is a possibility the chip may break.

How many chips?

Do i need 3 chips to get each of the ports activated or can i use one chip over the course of 3 days to activate 3 different teleporters.

Does the chip risk breaking if it is a different chip than the one u used earlier within a 24 hour timespan?

Forget this quest... a clear chip costs 21K and I have other uses for it. I'll OP and choco whistle or run.
More info for the curious.

Here's how I did the quest, and here is also some information on how to avoid breaking your chips.

1) Change your title to "Warrior of the Crystal" by visiting Aligi-Kufongi at (H-9) on the main floor of Tavnazian Safehold.

2) Purchase (up to) three Clear Chips from Goblin Merchants. These are:
Blabbivix - Port Bastok F-6
Gaudylox - Northern San d'Oria F-4
Scavnix - Windurst Walls H-4

Chips cost 21,000 gil to purchase, each. Note that the goblin vendors have Vanadiel weekday holidays when they are closed, just like traditional shops do.

Although you don't need to purchase 3 clear chips, this is very convenient and will save you time down the road. Any of the three vendors can sell you all 3 of the chips you need, there is no need to visit more than one of them. I highly suggest you purchase 3 for reasons outlined below.

3) Teleport to each of the Craigs and enter the Shattered Telepoint (as if going to Promyvion, but do not enter the Promy Zone). Trade a Clear Chip to the device on the right. Again, you only have to do this at one Craig using one Chip, but doing this at all 3 is recommended.

4) Travel to Ru'Aun and find either of the two green teleporters located at H-9 or at I-9. To find these, run straight through the Golemn area where Despot spawns (N from initial entry to Sky), then turn right or left before entering the large, central facility in front of you. Now go down the stairs, and look for an additional set of stairs on the S side of the area there. When you find a Green Teleporter, check one of them to register your data and recieve the text:

"Your d...ta wil... be ...gistered."
"Regis... ...omplete."

Once you have checked one of them, checking the second is not required. You do not have to keep the Warrior of the Crystal title from this point forward.

5) You can now teleport to any of the 3 Craigs of Holla, Dem, and Mea where you traded a Clear chip (which is all of them if you followed my advice), and from there you can use the right device within the Shattered telepoint to warp to one of the Green Teleporters in Sky. Here's the catch: Do not use the same Craig more than once in any given 24 hour period (Real Time). If you do, you risk breaking your Clear Chip (which you must replace if you need to use that craig for Sky transport ever again). This is the reason I recommend activating all 3 devices.

Hope this helps. :)

Edit: Clarity.

Not sure but I thought you had to do the chip first before changing your title.

I had been looking at several sites for info reguarding this quest. This is the only place i've seen mention this tip to avoid breaking your chip. Can anyone confirm that this info is correct?
