Rift Quest:Mettle Detector  

When you attune the banners you will be attacked by a Kelari Spirit or a Farclan Spirit.

Wander around the marked area and use the Mettle Detector to reveal weapons (sparkles). Examine them until you find the Ancient Hatchet. It may be random but we found the Hatchet at (13447, 3171).
