Why isn't it ALL/ALL? From a roleplaying perspective why would a Dwarf take an axe from an brethren Dwarf? Elves, Erudites and Halflings don't have the mass to wield the axe. Only the bulkier races can use it. I have no idea why a Dwarf would take an axe from a Coldain. I certainly can't see why a Dwarf would want to kill one to take his stuff. But that doesn't mean that a Dwarf would be physically unable to use an axe built specifically for use by the Coldain.
