Hot Fixes to Artifacts

Harpy Feather Cloak (Albion) - Players that have the Harpy Feather Cloak in their pending quest list but were unable to turn in Bellona's Diary can now turn it in to Scholar Shamira or Scholar Khalial.
Healer's Embrace Cloak (Hibernia) - There was a bug preventing Mentalists from turning in the unactivated version of the Healer's Embrace Cloak. This has been fixed. Mentalists that have the unactivated Cloak, Vara's Medical Log, and completed the encounter may now turn in their items to Sage Miodac or Sage Deavin.
