Apparently this reduction comes about as a result of Fergus McGreedy, the uber-rich leprechaun from Aion's St. Patrick's Day Events, using his leftover money to bribe the Soul Healers of Altreia as a result of Shugo Bankers instituting a hefty bounty for anyone who can catch him alive.
